The Fall Fairness File on Bill 208

Fairness requires the same standard for every nicotine policy file: publish the evidence, define the enforcement lane, and show why a narrower legal market will not reward illegal sellers.

CFAA is using the fall review period to ask whether Bill 208 meets a basic fairness test. If Alberta restricts a legal adult product category, the province should also publish the enforcement plan that prevents demand from moving to unauthorized sellers.

  • Define the legal product boundary in plain language before retailers are expected to operationalize it.
  • Publish enforcement indicators separately for age-gated retailers and unauthorized sellers.
  • Explain how adults who use flavoured products will be protected from being pushed toward unverified online supply.
